Honestly, there's not much that I think needs to be changed about the Minute Men - at least how I ran my settlements in Fallout 4. If I wanted to play with soldiers, I'd be looking for a thread that would fix the Brotherhood of Steel. The Minutemen aren't a military - and I wouldn't want them to be. The Guardsmen will be the most similar to the In-Game Minutemen, lightly armed soldiers who will defend the various settlements from the various things that want them horribly murdered out in the wasteland. Once they're all trained to obey orders and can hit a moving target from at least 100 Meters consistently, they'll be divided into three groups for further training, Guardsmen, Patrolmen and Assault Troopers. Training and acquisition of better equipment should be paramount at this stage, assuming I have the bullshit minecraft-esque construction abilities of Mr/Mrs Popsicle, I'll see if I can't set up a factory or two to produce the equipment. Then, as others have said, organize them into an actual military instead of a bunch of vaguely united chucklefucks with wind-up laser rifles.
